Metis Consulting with Manitoba Hydro

The Manitoba Metis Federation has long insisted that Manitoba Hydro has not done nearly enough to address the effects that hydroelectric projects have had on the land traditionally used by Metis people. In fact, when power generating stations were built in northern Manitoba decades ago, Metis people were ignored and continue to be ignored on the flooding of the lands they used for hunting, fishing, trapping and harvesting of all kinds.

Though this past devastation is an ongoing sore point, relations between MMF and Manitoba Hydro is starting to thaw. Sure signs of this hopeful path include discussions on the “relationship” with Hydro, or a Protocol Agreement. The other that is currently being implemented is a project being readied in conjunction with what is known as the Bi Pole III project.

According to the Manitoba Hydro website, the “Bipole III transmission project involves the construction of:

• a 500-kilovolt HVdc transmission line linking the northern power generating complex on the Lower Nelson River with the conversion and delivery system in southern Manitoba; and
• 2 new converter stations – one in northern Manitoba northeast of Gillam (Keewatinoow) and one east of Winnipeg at the Riel Station site…”


Because of recent legal decisions and through the political will of the Metis people, MMF is on sure footing with regard to Aboriginal Rights in Manitoba and Hydro now sees the necessity to talk to the Metis on this project. The transmission line will be going near the homes of many Metis families and will likely disrupt how Metis harvesters use the land.

In order to know for certain, a Traditional Land Use and Knowledge Study is being undertaken. In partnership with regional offices and locals, MMF Home Office has begun this study. The MMF AGA in Brandon will be one component of this as Metis Citizens from every corner of Manitoba will gather in Brandon. Input from these delegates will be vital to show how the Metis continue to use the land. Not only will Hydro then know how widespread the Metis are, but other levels of government will also need to pay heed.

“The Metis are standing up to be counted,” said MMF President David Chartrand. “This study is just the first step to ensure that our people will participate in the economic benefits that projects like Bipole III will bring to our province. Not only that, but all Manitobans will see that we can and will play a strong role in the future economy of Manitoba.”

More details are expected throughout the weekend, however, MMF expects announcements of meetings throughout the regions shortly and will for the first round, likely include Thompson, The Pas and Dauphin to start.
